Great Potential for Green Transition and Clean Energy Cooperation between China and Croatia. Contribute to the Economic and Social Development of Croatia

As a world-famous tourist country with a long history and rich culture, Croatia's green transition and clean energy development have attracted the attention of the world including the European Union and China. Croatia actively supports the EU Green Agreement, plans to achieve the goal of carbon neutrality in 2050, and strives for renewable energy to reach 36.4% of total energy consumption in 2030 through various plans and initiatives such as the "Low-Carbon Development Strategy", "Climate Change Adaptation Strategy" and the 2030 Energy Development Strategy. It is expected that renewable energy sources such as wind, solar and hydropower in Croatia to account for 88% of total power generation in 2050, becoming the main source of electricity. The Ministry of Economics and Sustainable Development estimates that by 2030, the installed capacity of wind power will increase from 803 megawatts in 2020 to 1,360 megawatts, and the installed capacity of photovoltaic power will increase from 109 megawatts to 768 megawatts. Croatia has 200 renewable energy projects under negotiation and preparation, with an installed capacity of 1,500 megawatts and a total investment of more than 10 billion Euros, of which many foreign investment and financing projects will play an important role.

Similarly, China has made great progress in promoting green transition and clean energy development and strengthening international cooperation in recent years. Although as a large developing country, China faces the reality of insufficient and unbalanced development, China attaches great importance to the construction of ecological civilization, regards green development as the main concept of national modernization , and takes comprehensive green transition as the guide. Significant results have been achieved on ecology first, green and low-carbon. President Xi Jinping announced in September 2020 that China will strive to achieve carbon peaking by 2030 and carbon neutrality by 2060, which has made gratifying progress. Relying on advanced technology and the world's largest industrial chain and manufacturing strength, China's renewable energy industry has developed rapidly. Over the years, the scale of development and utilization has ranked first in the world. By October 2021, China's installed renewable energy capacity will exceed 1 billion kilowatts ( 1TW). Among them, hydropower is 385 million kilowatts (385GW), wind power is 299 million kilowatts (299GW), solar power is 282 million kilowatts (282GW), and biomass power is 35.34 million kilowatts (35.34GW). At the same time, China's renewable energy technology and equipment have carried out close cooperation with many countries and regions in the world, contributing to global green and sustainable development. As Mr. Meghan Richards, former director of the Energy Policy Department of the European Commission, said, "EU-China cooperation is a win-win move to promote clean energy transition for both sides."

On December 7, 2021, a Chinese company, Norinco International Cooperation Ltd held a grid-connection & power generation ceremony for Wind Farm Senj, which is jointly invested and developed by him and Croatia local partner with total installed capacity 156MW. It plans to provide 530 Gwh of green electricity yearly and approximately accounts for 3.5% of the total power generation in Croatia. His Excellency Plenkovic, Prime Minister of Croatia, attended and delivered a congratulatory speech, emphasizing that the project is of great significance. One of the main goals of the Croatian government is to increase the power generation of renewable energy. The Senj project will help Croatia reduce electricity imports and promote low-carbon development. Achieving the 2050 carbon neutrality goal. It provides an important force for clean energy production and green transition, and is a model project for EU-China green energy cooperation. Norinco International Cooperation Ltd has become one of the largest investors in green economy of Croatia . In the past few years, Croatia and China have promoted cooperation in the construction of the "Belt and Road" and strengthened bilateral relations. The cooperation has huge potential and broad prospects. He and the Croatian government welcome more Chinese enterprises to invest and start business in Croatia. His Excellency Premier Li Keqiang of China sent a congratulatory letter, praising the project as a high-quality project jointly built by China and Croatia, setting a model for China-Croatia cooperation and China-CEEC cooperation. His Excellency Qi Qianjin, Chinese Ambassador to Croatia, attended the ceremony and delivered a speech, saying that the Senj wind power project has become a major achievement of China-Croatia economic and renewable energy cooperation, and will play an important role in improving Croatia's energy supply and increasing the proportion of renewable energy. During the construction process, more than 40 local subcontractors, suppliers and service providers have participated in the project construction, and more than 260 local employees have been employed, which not only reflects the concept of “co-consultation, co-construction and sharing” of the “Belt and Road” initiative, but also it shows that China-Croatia cooperation is mutually beneficial and sustainable development.

China-Croatia cooperation is not only fruitful and has great potential in the field of wind power, but also has great potential in the fields of green transition cooperation and renewable energy such as solar photovoltaic power and energy storage systems, geothermal power and biomass power. With the active support of the two governments, a number of Chinese and Croatian enterprises, financial institutions and investment funds are also negotiating and promoting a number of clean energy cooperation projects.

In 2020, global foreign direct investment fell by 35% year-on-year. However, China's direct investment in countries along the "Belt and Road" reached US$18.6 billion, which is still growing. Among them, there are more than 2,800 Chinese direct investment enterprises in the EU, employing nearly 250,000 employees from EU member states. At present, under the strong and correct leadership of the Communist Party of China, China's economic system is more open and dynamic, committed to building a community with a shared future for mankind, promoting the high-quality development of the "Belt and Road" cooperation, Guided by the cooperation projects of high standards, beneficial to people's livelihood and sustainable development, the "Belt and Road" will become a prosperous, green, healthy and open, inclusive, mutually beneficial and win-win road. This is very helpful for Chinese and Croatian enterprises to explore cooperation potential and bring more opportunities to Croatia and the region.

2022 marks the 30th anniversary of the establishment of diplomatic relations between China and Croatia. We look forward to working together with Croatia to expand exchanges and explore cooperation potential, not only to promote green transition and clean energy cooperation, but also to promote cooperation between enterprises and projects in more fields such as infrastructure construction, digital economy, agricultural and forestry products, tourism culture, medical and health care, precision manufacturing, innovative technology and small and medium-sized enterprises, and use more cooperation projects to drive greater economic and social achievements, contribute to the sustainable development of Croatia's economy and society, and benefit the people of both countries.
